Yep, I'd prefer an either you hit it or you didn't approach, but like you say there is an argument for near hits, namely a predictor can be in the ballpark but not on the playing field, and being in the ballpark would likely some possible statistical significance, as well as to encourage the predictor to further refine his/her system.
