The sad truth is that the solution to this problem is not another layer of government. Considering the inept performance of FEMA after Katrina, an even bigger group above them would likely do nothing but waste even more money.

Money is really the problem. With enough funds we could quake-proof the entire country but that much money just doesn't exist.

Just my personal opinion, of course.
