I think the scheme would matter given the usual small number of EQs predicted by a predictor. I think the larger the number of predictions becomes, the less it matters, but since we are dealing with small quantities, it does come into play. But, your right. Given the same scoring system applied accross the board (no pun intended), and a substantial number of predictions, it shouldn't matter whether the rings step or are gradual (more precise). I guess I got a thing about precision......
