In this part of the world the tectonics are totally unlike California. We don't have a few big faults with measured movements on them. We have a big jumble of ancient faults any one of which can reactivate in response to the general stress field. So forget about strain rates; we can't even identify responsible faults for 99.99% of earthquakes. Believe me.
