If this link works properly, it is that actual picture file showing that Space Weather Warning information. Note the warning bar around September 7 to 8. That matches the time that I detected strong EM Signals. 
An Earthquake Warning is in the preparation stage. Plans are to have it contain a discussion of those data and how they relate to the generation of the fault zone activity related EM Signals and also perhaps to earthquake triggering processes themselves.
