They usually respond fairly quickly to correspondence like that. So, an answer will probably arrive in a day or so.

The ISEP group might be the best existing group for this type of effort as they are generally willing to talk and work with other people on forecasting projects. For one reason or another (for example they might want to sell their forecast data) many other existing groups don't seem to be especially interested in working with other groups or individuals.
