This sounds a lot like saying you need to have advance notice for the fire department to respond to a fire.

Well, let's see. You forecast a couple of major quakes for May 21. Nothing happens. Then you say wait a week and keep doing it until a quake does happen.
How useful is that? Especially when you can't say where.

But if we could know when, where and how big a month in advance the equipment could be on site and ready to go.

That could save lives.
