From a policy point of view, I agree entirely. From a scientific point of view, I cannot believe other than that the smaller the target, the harder the task. Predicting very small earthquakes may be so much harder than large earthquakes as to be virtually impossible. And as I said before, if someone claims to be able to do difficult things but not easy things, I get suspicious.
