In my opinion, the only people who have the necessary qualifications to ask questions like that are professional disaster mitigation experts. And the main reason for that is the fact that they would already know the answers to those types of questions and would probably never ask them in the first place.

Any experienced disaster mitigation professional would probably tell you that the question you asked does not really need to be asked for the following reason:

The main reason that governments etc. have not already developed detailed plans for responding to earthquake predictions is because the technology does not presently exist that would provide them with highly accurate data regarding exactly when and where and earthquake will occur and how powerful and destructive it could be.

I believe that I can say with almost 100% certainty that if they had prediction data available to them that met those criteria then they would develop those detailed plans in an instant.

So, as I said, the question you asked would not really need to be asked if those types of prediction data were available to governments. On their own they would make the necessary decisions without the need for any discussions or debates.
