The focal mechanism is up, and indeed it is normal (link). Also, it is 1000 km from Tokyo so the chance of a subduction quake starting in this area in the next 100 years and rupturing all the way to Tokyo is extremely small (although Chile 1960 was a 1000 km rupture).
