Japanese plant designed for last 100 years quake

Now it is on the news that the Japanese nuclear power plant was designed only for the quakes in the previous 100 years. The link is to a story that the head of Japan's Active Fault and Earthquake Center warned TEPCO about the 869 quake and tsunami. I posted about this quake and tsunami on March 14: http://www.earthwaves.org/wwwboard/messages/78323.html On ABC news last night the report on this news is that USA plants are also designed for probable scenarios, not worst case scenarios. But, I'd claim that if there is a historic record of the worst case scenario, then it is really in this case a probable scenario with a relatively high probablility of occurring over the 50+ year life of the various reactors (plus, the reactors in USA and likely Japan still sit there after decomissioning.
