I'm pretty sure they have one; one of the first posts on the quake far below was that it worked. But, I suppose it is likely only designed for certain areas like Tokyo, and could be made more comprehensive? But, there was a post below by Barbara that the early warning system for California was going to cost $80 million...which seemed high.
