He picks up signals of some sort on equipment he won't describe. Then he checks the sun-moon angle at that time and compares it to an archive of 50,000 quakes to see which ones share that angle. That's what makes up the graphs which show the longitudes of such quakes.

There are numerous others who use moon positions to make their predictions but none that work as far as I can tell.
