I don't think that this particular article created panic. However, being aware of the potential threats is an excellent idea, especially if the public can think of quake resistant buildings and structures---and keeping them own households as earthquake proof as possible. A 30 day warning is of very limited use...what can be done to strengthen buildings, highways, water systems, etc in 30 days? Very little. Long range planning is a better solution. A VERY reliable 30 day prediction would be useful mainly for evacuation and storage issues...and those would be difficult ones given the nature of our over populated cities!
