While the best use the difference in slowness (not really velocity) between S and light, simple systems hear the P waves, then warn about the S waves. Some of Uyeda's, I think, worked exactly that way, and Hiroo tried them in SoCal - single station methods, they are called. One doesn't need a sophisticated network that way.
