There should be more information regarding this type of technology that should be available before too long. So, there is not too much use in discussing it right now.

One of the main points here is this:

Exotic, expensive, and complex types of forecasting technology are not going to protect people in small, remote, impoverished villages in many countries around the world. They need something simple and inexpensive to use that is easy to understand.

If Shan's technology does in fact work it could provide them with that type of help. So, it is worth checking. In contrast, a million dollar system is not going to help those remote villagers. Even if it did work they could not afford it. So it would be a waste of time to run any tests on it to see if it might help them. However, those tests could be valuable for determining if it could help people in major cities where a million dollar system that worked would be affordable.
