as the person sitting next to me pointed out, the money exists, because the buildings are rebuilt after they fall down (although I don't know how often they are rebuilt better...).

It is more a "will" or politics problem: it is not politically practical to commit this money before the quake, but once it happens, a government may not survive if they just leave the piles of rubble and the people homeless.
