Here is the answer Lowell gave me last night.

The answer to the question about which is easier to predict - small quakes or large quakes is not as simple as it first appears. IF you are a sensitive, chances are you will get no information, which is helpful in predicting small quakes.

Animals would not help in predicting small quakes since the precursory signs would be non-existent, they wouldn't smell gasses, react to changes in EM or hear precursory noises.

Water levels would not change before small quakes nor would there be earthquake lights or clouds.

In other words, given the precursory data currently available, small quakes should be impossible to predict since they would have very little if any precursory evidence. On the other hand, large quakes have all the precursory signs and should be easy to predict. Lowell.
