I think I've looked at this site at some point in the past if I recall correctly. My impression is that he is getting a little bit ahead of himself, as precursors have yet to be proven beyond a reasonable doubt, so I don't see how non existant precursors could be used in a warning system like he is proposing. At some point it would be usefull, but the art of prediction isn't anywhere near that point yet. Some day I hope.
