The problem as I see it is that prediction would not have saved any lives here.

The city is so crowded, the construction is so poor, the people are so impoverished that nothing would have been done even if they knew the quake was coming.

I also feel that most of the aid will be wasted, stolen or otherwise misused before any of it gets to those who need it.

Time will tell.
