I can agree with your general comments.
The Jones algorithm appears to do the job of declustering the catalog which is
needed to evaluate single predictions. I am a bit uncomfortable using it to
evaluate public predictions, however, because it has not been published in
a journal where predictors can review how the process works. There must
be other published techniques which work equally well, and would allow
us to cite a reference for the evaluation technique.
