This looks great Michael. I think the changes you have made from our policy are excellent as well. The only suggestion I would have is to have a second method of prediction which would allow the predictor to set latitude and longitude limits instead of a circle about a point. Most earthquakes occur along faults which are linear features. A circle is not a good way to describe a linear feature, and the predictor will often prefer something like "along the northern end of the San Andreas Fault". A predictor might be given the option to say between 37 and 38N and 121 and 123W, for example within a second prediction interface called "rectangular prediction" or something like that.
