Question related to input precursor data:

If a person were to go to the data entry screen and state that the EM signal was detected at 5:45 PM, could the CGI program automatically calculate the UTC time? Or would the person need to enter his or her time zone or UTC offset time as well?

My guess would be that the CGI program could tell from browser settings with some browsers what the UTC correction time was, but not with other browsers.
