And one more thing ... Luke Thomas. I've looked at a few of videos, and am impressed with the work he puts into his maps. It would appear the he goes to a lot of effort to make predictions, has a lot of interest in the subject, and appears to have a method in which the results should be analyzed.

The problem is there is no way to do that. That sucks, because just maybe he is on to something, but nobody can verify or disprove his methodology. I think Luke is a prime example of somebody that could put a registry to good use, regardless of the method he uses to come up with his predictions.

Maybe Luke can shed some light of the reasoning for applying percentages to quake predictions ...
