A new hoax? Earthquake lights in LA?

OK - this looks like a real quack.. what really gets me is his 'ahndle' is USGSearthquake, he shows the USGS logo - makes it appear that it's the USGS and/or Caltech giving him some validity -

He's also making predictions that sound so much like JOB..
