1. 220 days were chosen since the JOB windows start in September 1973. An event occurring
in January 1973 and having a maximum random addition would then appear to occur
in September 1973 at the start of the JOB windows catalog. I wanted to keep
random events from falling outside the JOB windows catalog period.

2. Yes, the magnitude ranges and areas were defined by JOB windows.
