Actually this process could be quite counter-productive. There is no reason to suppose that all prospective methods of earthquake prediction are equally valid, and having on board persons who are strong advocates of a method which is actually not useful would lead to difficulties. Also, it might be the case that the best technique is something no-one has ever thought of before, in which case getting together people with failed theories is unlikely to be helpful.
