The city of LA did pass a mandatory spay/neuter law - I haven't read the exact wording of the law, so don't know if it also applies to breeders, but I have seen other cities laws on allowing breeders to breed one litter and it's crazy (for want of a better word) - the animal control people have to approve of what animals breed, you get one litter a year and have to report on where and who all the animals from the litter go.. draconian...
