Cool Lowel! Exciting! The Lecture at CalTech with Ken Hudnut the other night would fit right in with this program - JPL and Scripts and USGS are all doing this GPS network here in southern california and they use the GPS to measure strain by corelating movement at one site to movement at another. - The SCIGN Network (www.scign.org) They also want to expand that to the "Plate Boundary Observatory" by setting up more GPS all along the North American coast to measure deformation. Some of the information from the other night is that after Hector quake strain was increased between Landers and Coso area here in southern california (we just had a good swarm over at Coso) and that strain is most in the San Gabriel Valley area. Though the question was asked about using these methods for quake forecasting/prediction it was sidestepped very well focusing on identifying hazards rather than predicting a quake.
