That is what Penny is saying...that is a HUGE area, tough to take seriously because such a forecast affects so many people. If the weatherman told me it MIGHT RAIN somewhere been Santa Barbra and SF and I live in say Monterrey, I'd prob. not take my umbrella when going to the market.
