Just after posting the above, I remembered that the Association of Bay Area Governments (ABAG) has produced a great deal of information on Bay Area quake hazards and emergency response planning. Their link is below.

They have one page in particular on Wildland Fire, but it is not specific to quake-caused fire planning. Their links page is exhaustive, and I would bet that either there, or with other searching, one could find information on wildfire pre-planning which has been done.
