One thing I forgot is that if you were going to try and distinguish between different magnitude scales you would also have to distinguish between different agencies as well. One of the pettier bits of the VAN debate centred on whether ML determined by Athens was different from anyone else's ML, it being contended that VAN picked ATH values because they were consistently higher and therefore easiier to score on.
