I guess we disagree as well on what a soft boundary is.

A prediction contains the hard facts. A soft boundary is outside of those hard facts that is still predefined.

No, I wouldn't call a prediction for a 6.5 in L.A. as being a hit with a 4.2 in Singapore. But I would call a hit a prediction for an M4.5 within 100 miles of L.A. that hit within 150 miles of L.A.
