My comment would be that stresses will change over time. That during one period of time stress would be focused more in one area then in another causing faults to be more active in one area over another. Then later on with more plate movements, stresses will transfer to another location and what was inactive for a long period of time becomes active again. Its an ever evolving planet that we live on. -Dennis (an amateur seismologist)
