Most of the time that is true, but there are exceptions. I was looking at the 1975 Haicheng data again recently. The foreshock sequence was absolutely classic - build up in intensity; reaches a peak; suddenly declines to nothing; starts up again - bang. Very clearly recognised at the time as a foreshock sequence. But when you just have one or two events you can't tell anything.
