Mike,

I agree with most of that. But, what do you mean by "seismic gaps"? Are you saying that there are particular areas that are deficient in quake activity, or are you referring to quiescence in activity? A "seismic gap"can be geographic or time dependent. Either way, these gaps are used by predictors in a rational methodology to prognosticate furture quakes, including the USGS. Seismic gaps in time spatiality or geographics is a rational, scientifically sound way to construe future seismicity. Forget quiescence. Think recurrence. Unavoidable, rational reality. What say you?
