A very interesting idea. However, I can see much work needs to be done before this can go "live". There are many issues to address. One that comes immediately to mind is that due to the amount of money involved, there is certain to be a legal aspect to this (unfortunately, I have no knowledge in this area).

I wonder if some sort of ad hoc committee shouldn't be formed as a beginning to the process; to formally bring together ideas, define goals, express concerns, ask questions, and develop plans for answering them.
