I think the problem is that they want to feel they are succeeding even though they're not.

Dennis isn't entirely out of line though. If you're developing a system you don't want a precise evaluation. You want one which says that the best fitting quake was THEN, not when you said, THERE, not where you said and THIS BIG, not that big. Then they can revise their estimate, refine their theory, whatever.

It's the same way you sight in a rifle; take a shot, adjust the sights and do it again until you score.

Nothing wrong with that, just don't call the preliminaries predictions. We may need a "best fit" program for this.
