Basically its how confident the predictor is of the prediction being sucessfull. Its not based on chance or background seismicity. Maybe something that they've observed occurring results in a quake 7 times out of 10. So they'd give a 70% confidence level. Its much like the USGS giving an 80% chance of the big one happening in the next 30 years.
