To answer your other questions:

Stats will be checked by me when a predictor claims a hit. I'll take a look and make a determination. If something is questionable, I'll ask for input from the board to make a Determination. At least thats the plan. Only problem I can see is with multiple catalog entries from different agencies that record different magnitudes on different scales ....
