Aside from that, to answer Petra, haven't you read about all the people complaining about the poor construction there? Haven't you heard about the builders that are being looked at for prosecution?

The other reason for my post, which everybody has seemed to have missed is that the powers to be see hazard reduction as the way to go. From what Petra writes, we can see that this will never happen. Hence, hazard reduction IS NOT the way to go.
