Yes and no. Japan will receive the signals sooner but we will identify them sooner (probably).

I'm a long time away from our military efforts in this field so I don't know where we stand but I doubt we have stopped monitoring for tests.

And yes, test monitoring funds paid for a lot of our seismic stations back then.
