Got milky water?

The water coming out of my faucet in my bath room looks like milk, and so does my neighbor's water, too. I called the water company and complained, and they said to check my water heater. So my husband drained the water out of our water heater, but nothing changed.
I called the water company again and they sent a young man out who said it's the air in the water lines from all the building out here in Vista El Mar by the Salton Sea. Well, it's going on eight weeks, and my water still looks like milk. It makes my skin itch.

I eat with seniors in Salton Sea Beach, and there is no building there. They say their water looks milky, too. I'm just wondering what is going on.
