I looked at the space weather page when Shan mentioned it the other day...and activity was really low. It is still really low. So, saying activity might increase magnitude when there is no significant increase in activity does not make too much sense (maybe there was a slight increase, but these are still orders of magnitude lower than when sun is really active).
