Penny's answer covered the first question. The reason the 1985 quake was deadly for Mexico City even though 100s of km away is really poor site conditions...meaning the damaged area was built on a lake bed whose slow-velocity sediment slowed down and amplified the seismic waves. Outside of that lake bed, I think there was little damage. In Eastern Oregon, if you were in a tall building (if there are any there), you would get a bit of a ride...but if you were in your 1 or 2 story wood frame house or walking or driving...Penny is correct...you might or might not feel it (I think).
