I beleive that all earthquakes have foreshocks including foreshocks, I think you just need fine earthquake lists that include three mb. or less, I have collected a lot of links and could probably prove any E.Q had foreshocks. It is the most common opinion, that they don't always knock, I have built my prediction record proving this to be false...mb ps. Take care near Mendocino people.
