I'd be a little surprised if Roger could sell a proposal to SCEC. While his methods are effective in evaluating syzygy and other predictions, my impression is that SCEC, the USGS, and their Swiss collaborators are attempting some more sophisticated testing algorithms, including declustering, spatial unevenness of earthquakes, and relations between faults and seismicity. Their effort is as much building the software for automatic analysis as constructing prediction algorithms. So I'm not optimistic Roger would find resources from SCEC.
