I do feel obliged to point out that this is very much an American take on the subject. Earthquake prediction is not a taboo subject in either Europe and Asia; there are extensive and well-funded research programmes. The European Seismological Commission has a whole subcommission devoted to earthquake prediction. China has an enormous state-funded programme. The idea that earthquake prediction scientists are persecuted and neglected just ain't true - not outside the USA, anyway.
