There is a big difference between getting quakes and getting 8.0 quakes. An event that big needs a lot of energy to build up and a capable source. To say that Australia has earthquakes therefore it can have a magnitude 8.0 earthquake is the same logic as saying there is water in this pint mug therefore I can pour a gallon out of it. Also, narrowing down a prediction spatially is pointless unless you can also narrow it down temporally. I don't need to be a medium to say that at some point in time there will be a magnitude 8 earthquake near Srinagar (since I happen to have a map of India in front of me). If I wait long enough, this is bound to come true. This isn't prediction, it's hazard assessment (which some would say is more useful anyway).
