Predicting clusters is an interesting idea, and one I hadn't considered. How about predicting the next Obsidian Butte swarm? That would be cool ....

The first big roadblock I see is, what is a cluster? 2, 5, 10, 100, 500 quakes? Open to interpretation again .... your idea and my idea of what defines a cluster probably differs.

But .......

A simple solution could be to add a multiplier to the standard 3 parameters. So, you could make a prediction of say, (insert your number here) quakes, 1.0-5.0, for a given area and time frame. For a standard single eq prediction, the predictor would just insert "1".
